Meaning:
Devi exists on her own without having any reason, cause, motive, or purpose.
Interpretation:
Karana means that which is invariably antecedent to some product. Devi is beyond such descendance and it is yet another quality of the Brahman. That's why Devi is addressed in this namah as Nishkarana.
Svetasvatara Upanishad
Shvetashvatara Upanishad श्वेताश्वतरोपनिषद् is one of 33 Upanishads of Yajur veda containing hymns composed by sage Svetashvatara. The term Sveta Ashwa Tara literally means the one carrying beyond on a white horse.
Quote from Chapter 6 Mantra 9
Na tasya kaschit patir asti loke
Na chesita Naiva cha tasya lingaṃ /
Sa karaṇaṃ karanadhi padhipo
Na chasya kaschit janita na chadhipaḥ // 6.9 //
The verse is dedicated to Lord Shiva and declares that : There is none in this world who is His master or who governs Him and there is nothing by which He can be identified. He is the cause of all. He is also the Lord of the jiva who is the lord of all the sense-organs. None is His creator and none is His controller.
It can be clearly understood from the above verse that the term Nishkarana perfectly fits Lord Shiva. Devi, in her capacity as consort of the Lord, has been described by Vaag Devi-s in this namah as Nishkarana.

For its existence, anything in this universe requires a cause or a purpose. Once the purpose is accomplished or the cause gets exhausted, the thing ceases to exist.
The explanation will be clear if the readers consider the case of various avatars of Bhagwan Sri Vishnu or the 64 playful acts of Lord Shiva called Thiru Vilayadal. Lord Rama and Lord Krishna gave up their earthly existence once the purpose of their taking the avatar, the incarnation, was achieved. Karana is over, existence comes to an end. It is in this context that the significance of Devi's existence should be understood. She is beyond the ambit of any reasoning. There can be no Karana for her existence. She is Nishkarana.
