Meaning:
Devi is eternally wise. Knowledge is gained by experience whereas being wise (jnana) is a natural quality. Devi is the storehouse of supreme wisdom.
Interpretation:
Breaking up the term Nityabuddha into two parts - Nitya and Buddha we get the following meaning : Nitya stands for eternal and Buddha for Intellect. Devi, in this namah, is described by the Vaag Devi-s as Eternally Intelligent.
Difference between Knowledge, Intelligence and Wisdom.
Knowledge is the most fundamental thing. We acquire knowledge from our studies. Study does not confine itself to mere reading but more importantly to observing things and understanding nature. Knowledge is not an inborn quality. Knowledge keeps growing with age, with experience.
Intelligence is an inborn quality. The ability to understand is intelligence.
The power to interpret knowledge is intelligence. It's purely a thought process. To be intelligent, one has to think, think deeply.
Wisdom is neither inborn nor can it be acquired. Wisdom means to be wise. The power to judge, to make decisions is wisdom. It's the wise men who develop a set of ideas, notion and beliefs. One may not be knowledgeable or intelligent but can be wise. Scholars, Philosophers, and Gnanis fall within this category.
Devi is not only the very basis of wisdom, but she showers it upon her devotees. It is she who makes the devotees knowledgeable, Intelligent and wise.
Adi Shankara
Devi Saraswati is always depicted as the Goddess of Wisdom. Adi Shankara established the first of the four Mutts at the temple town of Sringeri and named it the Sharada Peetam. Sharda Devi is considered an incarnation of Goddess Saraswati.
The great sage has composed the Sharada Bhujangam in praise of the goddess of Sringeri. This stotra, unlike the other stotras of Adi Shankara, is difficult to follow, though it is extremely musical and as a result, there are many interpretations of it.

Spiritual Quotient is going beyond one's cognitive and emotional skills. It is living in humility; the more you develop it, the closer you are to Divinity.
Let's remember Devi represents the entire universe - the Akhanda Mandalakaram. To improve one's SQ the most essential requisite is her divine blessings.
