Meaning:
Devi is in the mind beyond mind or it can also be said she is in the form transcending the mind. She is beyond any perception.
Interpretation:
The Namah is formed of two parts Man referring to Mind and Unmani means emptiness or thoughtlessness. In this context, Unmani should be understood to mean - beyond one's mind. Devi, in this Namah, is thus described as Mind beyond Mind.
Lord Shiva as Manonmanaya
वामदेवायनमो ज्येष्ठाय नमः श्रेष्ठाय
नमो रुद्राय नमः कालाय नमः।
कलविकरणाय नमो बलाय नमो
बलविकरणाय नमो बलप्रमथनाय नमः।
सर्वभूतदमनाय नमो मनोन्मनाय नमः॥
In the description of Vamadeva, one of the five faces of Lord Shiva, (others being Sadyojadam, Tatpurusham etc) the Lord is mentioned as Manonmanaya. Devi in her capacity as Shiva's wife get the name Manonmani.
We also find Lord Shiva being referred to as Manonmani in a book called Hatha Yoga Pradipika:
राज-योगः समाधिश्छ उन्मनी छ मनोन्मनी |अमरत्वं लयस्तत्त्वं शून्याशून्यं परं पदम || अमनस्कं तथाद्वैतं निरालम्बं निरञ्जनम |जीवन्मुक्तिश्छ सहजा तुर्या छेत्येक-वाछकाः ||
Raja Yogi, Samadhi, Unmani, Manonmani, Amarativa, Laya, Tatwa, Soonya, Asoonya, Parama Pada, Amanaska, Adwaitama, Niralamba, Niranjana, Jiwana Mukti, Sahajā, Turya, are all synonymous and refer to Lord Shiva.
Manonmani in Kundalini Chakra
There are eight smaller cakras between Ajnya chakra and Sahasrara Chakra and the one, just below the Sahasrara is called Manonmani. This is the last point where She is known as Shakti. In the next stage at Sahasrara Devi gets merged with Shiva to become Shiva Shakti.

Manonmani is the consort of this form of Shiva and thus makes her a powerful manifestation. Devi Manonmani appears in blue or black complexion and she is two armed.
The Madurai Meenakshi Amman temple is regarding as one of the Shakthi Peetams and is popularly known as Manonmani peetam.
We also find an image of Devi Manonmani in the famous Brihadisvara Temple, Thanjavur, Tamil Nadu. Devi is shown seated in virasana with two arms holding aksmala in right hand; wearing upavita, beautiful necklaces & breast band & with makar torana.
