Meaning:
The grace of Devi is difficult to attain.
Interpretation:
Durlabha is a single word and can be best understood to mean rarity or that which doesn't occur very frequently or easily obtainable. In that sense the Namaha means the grace of Devi is not easily obtainable and one has to work very hard for it.
When expanded, the Namah becomes Duhkhena Labdhum Satya.
Though this nama says that She is difficult to attain, it does not say that the grace of Devi is not attainable at all. It can be attained by internal search and exploration and not by external rituals. For attaining Her grace, one need to have dedicated and persistent practice of meditation.

The great Sanskrit scholar Kalidasa in his book Kumarasambhavam says:
दुर्लभं भारते जन्म मानुष्यं तत्र दुर्लभम् Durlabham Bharate janma Manushyam tatra Durlabham
In the words of Kalidasa, it is very difficult to be born in India, that too to be born as a human being. He goes on to add further : and that too to get an opportunity to study and become a scholar and that too to renounce everything and become a saint….

One should not feel crestfallen to read that it is very difficult to obtain Devi's grace. It is again Devi who decides what one should get and when. One should be destined to get it.
Yes, it is true that Devi's grace is obtainable only after lot of difficulties and after doing severe penance. It should be remember Ed that receiving Devi's grace is a gift from her. It will be Devi who will raise us to that level and one has to await his turn. Till such time, one should keep practicing the Anushtanams prescribed and perform daily puja, Chant Devi's name, visit temples and worship her. When our time comes we will certainly be recipients of Devi's grace. It's then that Durlabham, which was so long Durlabham, will become Sulabham.
